The key point behind appraisal is that not everything can be kept forever. There are not sufficient resources to support such an approach, either in the storage and preservation of the records or in the resources required to make the records accessible either now or over time. This means at its most fundamental, appraisal is a risk management process based on known facts and reasonable expectations.

Circulaire BZK

Een beetje oud nieuws maar wel aardig om te weten en nog steeds actueel. Van 2001 tot ongeveer 2007/2008 (?) was op de website van het ministerie van Binnenlandse Zaken is een circulaire te vinden over de bewaring van gegevens die betrekking hebben op handelingen en beslissingen van organisaties en personen tijdens en na rampsituaties. (nr. EB2000/97598, d.d. 26 november 2001)

Kern van deze circulaire is dat tijdens de bestrijding alle relevante informatie beschikbaar moet zijn. Na bestrijding moet een evaluatie en verantwoording onder meer op basis van die informatie mogelijk zijn.

In deze circulaire staat daarom de aanbeveling om in het verplichte gemeentelijk rampenplan regels over de archivering op te nemen. De bedoeling is in geval van een ramp de relevante gegevens te (kunnen) lokaliseren die informatie bevatten over de oorzaken, toedracht en bestrijding van de ramp. Tevens moet de bewaring van deze gegevens zekergesteld worden.

Overzicht

Volgens mij betreft dit gegevens die in het volgens de Archiefregeling verplichte overzicht te vinden moet zijn. Tussen rampenplan en overzicht bestaat dus een relatie.
Deze is op verschillende manieren te leggen:.

In het gemeentelijke rampenplan wordt bij de betreffende onderdelen verwezen naar de relevante onderdelen van het overzicht.
De relevante onderdelen van het overzicht zijn tegelijkertijd ook onderdeel van het rampenplan.
In het overzicht wordt bij de relevante onderdelen verwezen naar het gemeentelijke rampenplan.
